7 An Act relating to motor vehicles; amending 47 O.S.
2021, Section 1131, as amended by Section 145,
8 Chapter 282, O.S.L. 2022 (47 O.S. Supp. 2024, Section
1131), which relates to order renewal; requiring
9 certain notification through United States mail;
requiring certain weekly notifications; and providing
10 an effective date.

14 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
15 SECTION 1. AMENDATORY 47 O.S. 2021, Section 1131, as
16 amended by Section 145, Chapter 282, O.S.L. 2022 (47 O.S. Supp.
17 2024, Section 1131), is amended to read as follows:
18 Section 1131. Service Oklahoma shall annually notify all
19 persons within the state who have a previous registration on record
20 of the period for registration renewal. Service Oklahoma shall send
21 the notifications through the United States mail and to the
22 electronic mail address provided by the person. If a person does
23 not provide an electronic mail address then Service Oklahoma shall
24 notify the person only through the United States mail. Electronic

1 mail notifications shall be sent weekly until such time as the
2 registration is renewed. The notifications shall contain all
3 necessary information for such registration and licensing including
4 a breakdown of all charges to be paid by the owner and shall contain
5 instructions as to the procedure for renewal upon presentation to a
6 licensed operator or by return mail to Service Oklahoma's state
7 office. The content and form of the notice shall be determined by
8 Service Oklahoma. Use of a postcard or electronic mail type renewal
9 notice is specifically permitted. Service Oklahoma shall provide
10 information on its public website instructing persons on the
11 procedure for obtaining an annual notification via electronic mail,
12 outlining all charges and fees associated with the registration of a
13 vehicle, as well as an explanation of the apportionment of vehicle
14 fees and penalties. The cost of mailing shall be One Dollar ($1.00)
15 for license plates and fifty cents ($0.50) for decals, titles or
16 other forms or devices provided in this act. Provided, that Service
17 Oklahoma may adjust any mailing costs as deemed appropriate to allow
18 for increased or additional fees charged by the United States Postal
19 Service.
20 Failure by any applicant to receive notification of renewal as
21 provided by this act shall not excuse the applicant from properly
22 obtaining any registration or license at the proper time by
23 presenting proof of ownership to Service Oklahoma's state office or
24 to a licensed operator.

1 SECTION 2. This act shall become effective November 1, 2025.
