6                            AS INTRODUCED

7   An Act relating to state government; imposing

    requirement with respect to legislative measures and

8   proposed amendments to measures; requiring hyperlink

    or similar method for access to content of certain

9   statutory provisions; providing exception for

    enrolled versions; providing for codification; and

10  providing an effective date.

13 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

14  SECTION 1.      NEW LAW  A new section of law to be codified

15 in the Oklahoma Statutes as Section 452.11 of Title 74, unless there

16 is created a duplication in numbering, reads as follows:

17  A. The Oklahoma House of Representatives and the Oklahoma State

18 Senate shall develop and implement a system for purposes of the

19 drafting and consideration of any measure or any amendment to a

20 measure presented for any vote during the legislative process that

21 meets the requirements of subsection B of this section.

22  B. If the measure or proposed amendment to a measure contains a

23 reference to any Oklahoma statute the text of which does not appear

24 in the measure or the amendment to a measure, a hyperlink or

1 equivalent technology shall be inserted into the measure to allow a

2 reader of the measure or amendment to a measure to activate the

3 hyperlink or equivalent connective technology in order to provide

4 access to the entire text of the statute.

5   C. The provisions of this section shall be applicable to all

6 versions of a measure except the enrolled version.

7   SECTION 2. This act shall become effective November 1, 2026.
