7   An Act relating to volunteer firefighters;

    establishing the Oklahoma Volunteer Firefighter

8   Support Program; creating a grant program; allowing

    for a certain number of training hours; providing for

9   certification of training; requiring an application

    process; allowing for promulgation of rules; creating

10  the Oklahoma Volunteer Firefighter Support Revolving

    Fund; providing for codification; and providing an

11  effective date.

14 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

15  SECTION 1.      NEW LAW  A new section of law to be codified

16 in the Oklahoma Statutes as Section 342.22 of Title 74, unless there

17 is created a duplication in numbering, reads as follows:

18  This act shall be known and may be cited as the "Oklahoma

19 Volunteer Firefighter Support Program".

20  SECTION 2.      NEW LAW  A new section of law to be codified

21 in the Oklahoma Statutes as Section 342.23 of Title 74, unless there

22 is created a duplication in numbering, reads as follows:

23  A. There is hereby created a grant program to support training

24 needs of volunteer firefighters in Oklahoma. The program shall

1 assist volunteer firefighters to receive up to ten (10) hours in

2 training a year from programs approved by the State Fire Marshall or

3 by the Oklahoma Department of Agriculture, Food, and Forestry's

4 Forestry Division.

5   B. The State Fire Marshall shall create an application system

6 for volunteer firefighters to apply for the grant assistance. The

7 State Fire Marshall may promulgate rules for the grant program.

8   SECTION 3.        NEW LAW  A new section of law to be codified

9 in the Oklahoma Statutes as Section 342.24 of Title 74, unless there

10 is created a duplication in numbering, reads as follows:

11  There is hereby created in the State Treasury a revolving fund

12 for the State Fire Marshall to be designated the "Oklahoma

13 Volunteer Firefighter Support Revolving Fund". The fund shall be a

14 continuing fund, not subject to fiscal year limitations, and shall

15 consist of all monies received by the State Fire Marshall from

16 appropriations, donations, grants, or other sources of funding

17 specifically designated for deposit to the Oklahoma Volunteer

18 Firefighter Support Revolving Fund. All monies accruing to the

19 credit of said fund are hereby appropriated and may be budgeted and

20 expended by the State Fire Marshall for the purpose of this act.

21 Expenditures from said fund shall be made upon warrants issued by

22 the State Treasurer against claims filed as prescribed by law with

23 the Director of the Office of Management and Enterprise Services for

24 approval and payment.
