7 An Act relating to special education; defining term;
directing State Board of Education to issue certain
8 certificate; requiring special education
administrators obtain certain certification;
9 requiring training cover certain topics; requiring
certificate within certain timeframe; exempting
10 certain special education administrators from
requirement; providing for codification; providing an
11 effective date; and declaring an emergency.

13 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
14 SECTION 1. NEW LAW A new section of law to be codified
15 in the Oklahoma Statutes as Section 6-122.13 of Title 70, unless
16 there is created a duplication in numbering, reads as follows:
17 A. For this section, "special education administrator" means
18 the director and assistant director of a special education program
19 for a school district.
20 B. The State Board of Education shall issue a certificate in
21 the area of mild-moderate disabilities, severe-profound disabilities
22 or comprehensive special education to a special education
23 administrator who has satisfactorily complete a one-hundred-fifty-
24 clock-hour special education program prescribed by the State Board

1 of Education. The special education program shall include training
2 on the rules and regulations for the Individuals with Disabilities
3 Act (IDEA). The special education administrator shall obtain
4 certification within one (1) year of being employed as a special
5 education administrator.
6 C. This section shall not apply to an individual who has a
7 valid Special Education Teaching Certificate as provided for in
8 Sections 6-122.7, 6-122.8, or 6-122.9 of Title 70 of the Oklahoma
9 Statutes.
10 SECTION 2. This act shall become effective July 1, 2025.
11 SECTION 3. It being immediately necessary for the preservation
12 of the public peace, health or safety, an emergency is hereby
13 declared to exist, by reason whereof this act shall take effect and
14 be in full force from and after its passage and approval.
