6 AS INTRODUCED
7 An Act relating to hospital license; prohibiting the
transfer of hospital licenses from one address to
8 another; providing administrative requirements;
providing for mediation; providing for codification;
9 and providing an effective date.

12 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
13 SECTION 1. NEW LAW A new section of law to be codified
14 in the Oklahoma Statutes as Section 1-702.1 of Title 63, unless
15 there is created a duplication in numbering, reads as follows:
16 No hospital license shall be transferred from its current
17 address to an address greater than fifteen (15) miles away, if the
18 hospital license is located in a community with a population of
19 fewer than thirty thousand (30,000) residents, according to the
20 latest Federal Decennial Census. If a hospital facility announces a
21 closure, before the closure of the facility, a mediator shall be
22 appointed. The city in which the hospital is located shall also
23 appoint a mediator if the hospital is within city limits, if not,
24 then the county shall appoint a mediator. The two mediators shall

1 appoint a mutually agreed-upon third mediator. The three mediators
2 shall agree upon a sales price for the hospital license, if the
3 hospital and the municipality cannot agree without mediation. The
4 hospital license shall be purchased and transferred to the city or
5 county if the city or county is willing to pay the agreed-upon
6 purchase price set forth by the mediators.
7 SECTION 2. This act shall become effective November 1, 2025.
