6 AS INTRODUCED
7 An Act relating to education; creating the Apprentice
Scholarship Program Revolving Fund; specifying source
8 of fund; providing for expenditures; providing
purpose of fund; directing the Oklahoma State Board
9 of Career and Technology Education to award grants;
establishing permitted use of grants; directing Board
10 to establish criteria and process for application;
directing that grants be considered on statewide
11 basis; directing regents to promulgate rules;
providing for codification; and providing an
12 effective date.

15 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
16 SECTION 1. NEW LAW A new section of law to be codified
17 in the Oklahoma Statutes as Section 14-150 of Title 70, unless there
18 is created a duplication in numbering, reads as follows:
19 A. There is hereby created in the State Treasury a revolving
20 fund for the Oklahoma State Board of Career and Technology Education
21 to be designated the "Apprentice Scholarship Program Revolving
22 Fund". The fund shall be a continuing fund, not subject to fiscal
23 year limitations, and shall consist of monies appropriated by the
24 Legislature and private dollars given to the Oklahoma State Board of

1 Career and Technology Education for the purpose of supporting the
2 Apprentice Scholarship Program. All monies accruing to the credit
3 of the fund are hereby appropriated and may be budgeted and expended
4 by the Oklahoma State Board of Career and Technology Education for
5 the purpose of running and distributing the Apprentice Scholarship
6 Program described in subsection B of this section. Expenditures
7 from the fund shall be made on warrants issued by the State
8 Treasurer against claims filed by the Oklahoma State Board of Career
9 and Technology Education with the Director of the Office of
10 Management and Enterprise Services for approval and payment.
11 B. Contingent upon the amount of funds available in the
12 Apprentice Scholarship Program Revolving Fund, the Oklahoma State
13 Board of Career and Technology Education shall award one or more
14 grants annually to support paying the tuition and fees of eligible
15 high school graduates enrolling in federally approved apprenticeship
16 programs in technical trades. Eligible students must enroll in
17 apprenticeship schools that are Joint Apprenticeship & Training
18 Committees designated programs. The Oklahoma State Board of Career
19 and Technology Education shall determine the criteria for and
20 establish a process for the submission of grant applications. The
21 applications shall be considered on a statewide competitive basis.
22 The Oklahoma State Board of Career and Technology Education shall
23 promulgate rules for the implementation of the grants issued
24 pursuant to this section.
