6 AS INTRODUCED
7 An Act relating to railroads; requiring certain
railroad operators have two crew members if certain
8 condition occurs; making certain exceptions;
providing for codification; and providing an
9 effective date.

13 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
14 SECTION 1. NEW LAW A new section of law to be codified
15 in the Oklahoma Statutes as Section 104 of Title 69, unless there is
16 created a duplication in numbering, reads as follows:
17 A. Should railroads, excluding short lines, operating within
18 this state ever institute a policy requiring only a one-person crew
19 in the control compartment of the lead locomotive unit of a train,
20 then this section shall immediately become effective and require
21 said railroads to have a minimum of two crew members in the control
22 compartment of the lead locomotive unit of a train.
23 B. Compliance with subsection A of this section shall not be
24 required during switching operations, brake testing, safety

1 inspections or while performing setouts in conjunction with road
2 service.
3 SECTION 2. This act shall become effective November 1, 2025.
