6                               AS INTRODUCED

7   An Act relating to state government employees;

    amending 74 O.S. 2021, Section 4190, which relates to

8   child care; providing that certain individuals shall

    be eligible for Child Care Subsidy Program; and

9   providing an effective date.

14 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

15  SECTION 1.      AMENDATORY  74 O.S. 2021, Section 4190, is

16 amended to read as follows:

17  Section 4190. A. The Director of the Office of Management and

18 Enterprise Services is authorized to approve and administer child

19 care centers for minor dependents of state employees, and may

20 provide consultation to state agencies regarding child care centers.

21  B. The Office of Management and Enterprise Services, the

22 Department of Human Services, and the Oklahoma State Department of

23 Health are directed to assist the Director of the Office of

1 Management and Enterprise Services in the implementation of Sections

2 4190 through 4192 of this title.

3   C. The Director is authorized to promulgate any rules necessary

4 for the establishment and implementation of Sections 4190 through

5 4192 of this title.

6   D. Individuals employed by the State of Oklahoma who have minor

7 dependents shall be eligible for the Child Care Subsidy Program

8 administered by the Department of Human Services.

9   E. Licensed spaces in the child care centers shall be open to

10 all eligible children, including those individuals not employed by

11 the State of Oklahoma and those financially eligible for Department

12 of Human Services child care assistance. However, minor dependents

13 of state employees shall be given highest priority and children

14 financially eligible for Department of Human Services child care

15 assistance second priority for all vacant spaces.

16  E. F. The Director shall approve rates for child care

17 consistent with the rates of the industry within the geographic

18 area.

19  SECTION 2. This act shall become effective November 1, 2025.
