6 AS INTRODUCED
7 An Act relating to the Oklahoma Open Meeting Act;
allowing members of a public body to participate in a
8 meeting from a private residence under certain
circumstances; excluding private residences from
9 location disclosure under certain circumstances;
clarifying applicability; defining term; clarifying
10 compliance requirements; stating legislative intent;
providing for codification; and providing an
11 effective date.

14 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
15 SECTION 1. NEW LAW A new section of law to be codified
16 in the Oklahoma Statutes as Section 307.2 of Title 25, unless there
17 is created a duplication in numbering, reads as follows:
18 A. A member of a public body may participate in a public
19 meeting via videoconference or teleconference from a private
20 residence, and shall not be required to disclose the address of the
21 private residence on the meeting notice or agenda, provided the
22 following conditions are met:
23 1. The member identifies the location as a "private residence"
24 on the meeting notice and agenda, without further detail;

1 2. The videoconference or teleconference technology used allows
2 the public to see and hear the member during the meeting; and
3 3. The member's participation from the private residence does
4 not restrict or limit public access to the meeting or the member's
5 contributions to the meeting.
6 B. This section does not apply when a public body holds a
7 meeting entirely or primarily at a member's private residence. In
8 such cases, full disclosure of the meeting location is required
9 under the existing provisions of the Oklahoma Open Meeting Act.
10 C. For purposes of this section, "private residence" means any
11 home, apartment, or other personal living space that is not used as
12 a public or commercial meeting site.
13 D. Public bodies shall ensure compliance with all other
14 provisions of the Oklahoma Open Meeting Act, including transparency,
15 accessibility, and notice requirements, when implementing this
16 section.
17 E. It is the Legislature's intent to balance the principles of
18 open governance with the privacy and security of individuals
19 participating in public meetings from private residences. This
20 section ensures compliance with transparency requirements while
21 protecting personal addresses from public disclosure.
22 SECTION 2. This act shall become effective November 1, 2025.
