6 AS INTRODUCED
7 An Act relating to higher education; prohibiting
institutions of higher education from requiring
8 certain purchase as condition for enrollment or
residing on campus; providing for codification;
9 providing an effective date; and declaring an
emergency.

12 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
13 SECTION 1. NEW LAW A new section of law to be codified
14 in the Oklahoma Statutes as Section 3218.7-2 of Title 70, unless
15 there is created a duplication in numbering, reads as follows:
16 Institutions of higher education within The Oklahoma State
17 System of Higher Education shall not require any student to purchase
18 a meal plan as a condition:
19 1. Of enrollment; or
20 2. For residing in on-campus housing.
21 SECTION 2. This act shall become effective July 1, 2025.
22 SECTION 3. It being immediately necessary for the preservation
23 of the public peace, health or safety, an emergency is hereby

1 declared to exist, by reason whereof this act shall take effect and
2 be in full force from and after its passage and approval.
