7   An Act relating to professions and occupations;

    amending Section 3, Chapter 269, O.S.L. 2024 (59 O.S.

8   Supp. 2024, Section 1688.1), which relates to

    continuing education requirements; modifying license

9   renewal requirements; and providing an effective

    date.

12 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

13  SECTION 1.      AMENDATORY  Section 3, Chapter 269, O.S.L.

14 2024 (59 O.S. Supp. 2024, Section 1688.1), is amended to read as

15 follows:

16  Section 1688.1. A. 1. Effective January 1, 2026, no

17 contractor or journeyman license shall be renewed unless the

18 licensee has completed twelve (12) hours of continuing education

19 every three (3) years or thirty-six (36) months preceding the

20 expiration date of the license or registration certificate license

21 renewal. If a license expires before the licensee completes the

22 continuing education requirement, any continuing education that is

23 completed while the license is expired will be applied to the

24 continuing education requirement for the thirty-six (36) months

 1 preceding the date the license expired. Once the continuing
 2 education requirement for the expired license is met, along with any
 3 other requirements, the expired license may be renewed. Twelve (12)
 4 hours of continuing education will have to be completed in order to
 5 meet the continuing education requirement for the subsequent thirty-
 6 six-month period. The continuing education course and instructor
 7 shall be approved in advance by the Committee of Electrical
 8 Examiners. Exceptions to advance approval, or post-course approval,
 9 may be allowed by the Committee, or its designee, for substitute
10 instructors in emergency situations when written notice of the
11 emergency is provided to the Committee, or its designee, within
12 seven (7) days of the course. The location of continuing education
13 courses shall be at the discretion of the course provider and may be
14 scheduled during the workday at the discretion of the course
15 provider. The continuing education material shall cover six (6)
16 hours of codes and revisions adopted by the Oklahoma Uniform
17 Building Code Commission (OUBCC). The remaining six (6) hours may
18 include the study of: electrical circuit theory and calculations,
19 wiring methods, grounding and bonding, transformer and motor theory,
20 electrical circuits and devices, control systems, alternative energy
21 systems including energy storage, safety related to the electrical
22 industry as defined by NFPA 70E, manufacturers' installation of
23 equipment or parts, the Electrical License Act, the trade
24 regulations as set forth in this act as well as the rules of the

1 Construction Industries Board, and other trade subject matters

2 approved by the Committee.

3  2. Effective January 1, 2026, no apprentice shall be permitted

4 to reregister unless the apprentice registrant has completed three

5 (3) hours of continuing education every year preceding the

6 expiration date of the registration certificate re-registration. If

7 a registration expires before the registrant completes the

8 continuing education requirement, any continuing education that is

9 completed while the registration is expired will be applied to the

10 continuing education requirement for the year preceding the date the

11 registration expired. Once the continuing education requirement for

12 the expired registration is met, along with any other requirements,

13 the apprentice is allowed to reregister after having an expired

14 registration. Three (3) hours of continuing education will still

15 have to be completed in order to meet the continuing education

16 requirement for the subsequent registration year. The continuing

17 education course and instructor shall be approved in advance by the

18 Committee. Exceptions to advance approval, or post-course approval,

19 may be allowed by the Committee, or its designee, for substitute

20 instructors in emergency situations when written notice of the

21 emergency is provided to the Committee, or its designee, within

22 seven (7) days of the course. The location of continuing education

23 courses shall be at the discretion of the course provider and may be

24 scheduled during the workday at the discretion of the course

1 provider. The continuing education material shall cover a

2 combination of the codes and revisions adopted by the OUBCC,

3 Oklahoma electrical industry regulations as well as the rules of the

4 Construction Industries Board, and "electrical safety" as defined by

5 NFPA 70E, other trade subject matters approved by the Committee, or

6 approved continuing education for the contractor or journeyman.

7 Notwithstanding the provisions of this subsection, if an apprentice

8 is a student apprentice or is enrolled and attending an approved

9 course, the continuing education shall not be required.

10  B. The Construction Industries Board shall amend its rules,

11 wherever applicable, to conform to the provisions of the Electrical

12 License Act.

13  SECTION 2. This act shall become effective November 1, 2025.
