7 AS INTRODUCED
8 An Act relating to schools; requiring certain
students to be assigned grade levels based on their
9 earned course credits; prescribing different grade
level requirements; prohibiting grade advancement in
10 certain situations; mandating school districts to
include certain information in student report cards;
11 providing for codification; providing an effective
date; and declaring an emergency.

15 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
16 SECTION 1. NEW LAW A new section of law to be codified
17 in the Oklahoma Statutes as Section 11-203 of Title 70, unless there
18 is created a duplication in numbering, reads as follows:
19 A. Beginning with students entering ninth grade in the 2025-
20 2026 school year, all students enrolled in a public secondary school
21 in this state shall be assigned a grade level pursuant to the amount
22 of course credits earned in the following manner:
23 1. Zero (0) to six (6) earned credits: freshman or ninth
24 grade;

1 2. Seven (7) to twelve (12) earned credits: sophomore or tenth
2 grade;
3 3. Thirteen (13) to eighteen (18) earned credits: junior or
4 eleventh grade; and
5 4. Nineteen (19) earned credits or above: senior or twelfth
6 grade.
7 B. Students who do not earn enough credits by the end of a
8 given school year to advance to another category as outlined in
9 subsection A of this section, shall remain in the category of their
10 current earned credits and shall not advance to another grade level.
11 C. For students in grades nine through twelve, school districts
12 shall include the following on each report card intended for student
13 or family use:
14 1. The student's number of earned credits to date;
15 2. The student's grade level based on the number of earned
16 credits as outlined in subsection A of this section;
17 3. The amount and description of outstanding graduation
18 requirements needed for the student; and
19 4. The student's anticipated graduation date based on current
20 earned credits.
21 SECTION 2. This act shall become effective July 1, 2025.
22 SECTION 3. It being immediately necessary for the preservation
23 of the public peace, health or safety, an emergency is hereby

1 declared to exist, by reason whereof this act shall take effect and
2 be in full force from and after its passage and approval.
