6                            AS INTRODUCED

7   An Act relating to disaster relief; directing the

    Office of Emergency Management to create a statewide

8   Stormwater Management Predictive Analytic Solution;

    providing requirements; providing for operation;

9   directing reporting; providing for codification; and

    providing an effective date.

12 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

13  SECTION 1.      NEW LAW  A new section of law to be codified

14 in the Oklahoma Statutes as Section 683.24a of Title 63, unless

15 there is created a duplication in numbering, reads as follows:

16  A. The State of Oklahoma Office of Emergency Management shall

17 contract with a vendor to design and develop a statewide Stormwater

18 Management Predictive Analytic Solution. The Stormwater Management

19 Predictive Analytic Solution shall include an early warning

20 detection system and advanced flood monitoring solution. The

21 Stormwater Management Predictive Analytic Solution shall access and

22 visualize all relevant data; forecast future conditions; improve

23 forecasting models; provide real-time tracking and alerts, and

1 improve situational awareness, flood resiliency, and stormwater

2 management systems.

3   B. The Stormwater Management Predictive Analytic Solution shall

4 be operational no later than February 28, 2026. By March 31, 2026,

5 and annually thereafter, the Office of Emergency Management shall

6 submit a report to the Governor, Speaker of the Oklahoma House of

7 Representatives, and the President Pro Tempore of the Oklahoma State

8 Senate summarizing the information from the Stormwater Management

9 Predictive Analytic Solution and analyzing trends in that

10 information across years of data collection.

11  SECTION 2. This act shall become effective November 1, 2025.
