7 An Act relating to waters and water rights;
authorizing the Oklahoma Water Resources Board to
8 enter into memorandums of understanding or contracts
with certain entities; providing for codification;
9 and providing an effective date.

13 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
14 SECTION 1. NEW LAW A new section of law to be codified
15 in the Oklahoma Statutes as Section 1324.27 of Title 82, unless
16 there is created a duplication in numbering, reads as follows:
17 The Oklahoma Water Resources Board may enter into memorandums of
18 understanding or contracts with the Oklahoma Rural Water
19 Association, or with other Oklahoma-based not-for-profit entities
20 that are governed by community water and wastewater systems, and
21 that have an established and proven history of the relevant
22 expertise necessary, to provide technical assistance and training
23 for board members and operators in an effort to provide
24 uninterrupted assistance and services to water and wastewater

1 systems currently providing functioning water and wastewater
2 services to residents of rural areas.
3 SECTION 2. This act shall become effective November 1, 2025.
