6                            AS INTRODUCED

7   An Act relating to virtual charter schools; allowing

    statewide virtual charter schools that reach certain

8   assessment achievements to receive funds for certain

    expenses; clarifying funds provided are in addition

9   to other district funds; construing eligibility

    calculations; stating an example; providing for

10  codification; providing an effective date; and

    declaring an emergency.

14 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

15  SECTION 1.      NEW LAW  A new section of law to be codified

16 in the Oklahoma Statutes as Section 3-146 of Title 70, unless there

17 is created a duplication in numbering, reads as follows:

18  A. A statewide virtual charter school that reaches a district

19 composite academic achievement score within ten (10) points of the

20 state average composite academic achievement score, as published in

21 the Oklahoma State Report Card, shall receive One Hundred Thousand

22 Dollars ($100,000.00) to be used for lease payments, rental

23 facilities for student testing, transportation, or student services.

1   B. The funds described in subsection A of this section shall be

2 in addition to other funds the district may receive or is eligible

3 to receive.

4   C. The composite academic achievement score calculated two

5 years prior shall be used to determine the current fiscal year's

6 recipients of the funds described in subsection A of this section.

7 For example, the composite academic achievement scores for the 2022-

8 2023 school year shall determine which districts are eligible to

9 receive the funds for the 2025 fiscal year.

10  SECTION 2. This act shall become effective July 1, 2025.

11  SECTION 3. It being immediately necessary for the preservation

12 of the public peace, health or safety, an emergency is hereby

13 declared to exist, by reason whereof this act shall take effect and

14 be in full force from and after its passage and approval.
