7 An Act relating to turnpikes; requiring Oklahoma
Turnpike Authority to install road spikes on exit
8 ramps; stating requirements for road spikes;
requiring development and adherence of safety
9 standards; requiring routine inspection and
maintenance; authorizing the promulgation of rules;
10 providing for codification; and providing an
effective date.

13 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
14 SECTION 1. NEW LAW A new section of law to be codified
15 in the Oklahoma Statutes as Section 1914 of Title 69, unless there
16 is created a duplication in numbering, reads as follows:
17 A. The Oklahoma Turnpike Authority shall install and maintain
18 retractable road spikes on all exit ramps under its jurisdiction.
19 The road spikes shall:
20 1. Automatically retract to allow safe passage for vehicles
21 exiting the turnpike in the proper direction;
22 2. Deploy to impede vehicles attempting to enter the exit ramp
23 in the wrong direction; and

1 3. Be clearly marked and accompanied by appropriate signage to
2 warn drivers.
3 B. The Authority shall develop and adhere to safety standards
4 for the installation, operation, and maintenance of road spikes,
5 ensuring they do not pose a hazard to vehicles traveling in the
6 proper direction. The Authority shall conduct routine inspections
7 and maintenance to ensure the road spikes remain functional and
8 effective.
9 C. The Oklahoma Turnpike Authority is authorized to promulgate
10 any rules necessary to implement the provisions of this section.
11 SECTION 2. This act shall become effective November 1, 2025.
