6 AS INTRODUCED
7 An Act relating to schools; requiring teaching of
human growth and development curriculum; specifying
8 curriculum requirements; requiring school districts
to offer human growth and development curriculum in
9 an age-appropriate manner; allowing district to
choose how to incorporate certain instruction;
10 requiring certain instruction for graduation;
requiring integration of certain instruction with
11 health or science education; mandating the human
growth and development curriculum be incorporated in
12 the state academic content standards; directing the
State Department of Education to develop certain
13 guidelines and resources for schools and teachers;
providing for codification; providing an effective
14 date; and declaring an emergency.

17 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
18 SECTION 1. NEW LAW A new section of law to be codified
19 in the Oklahoma Statutes as Section 11-203 of Title 70, unless there
20 is created a duplication in numbering, reads as follows:
21 A. Human growth and development curriculum shall be taught in
22 the public schools of this state. Human growth and development
23 education shall include, but is not limited to:
24 1. Human biology related to pregnancy;

1 2. Human development inside of a womb;
2 3. A high-definition ultrasound video, at least three (3)
3 minutes in duration, showing the development of the brain, heart,
4 sex organs, and other vital organs in early fetal development; and
5 4. A high-quality, computer-generated rendering or animation
6 showing the process of fertilization and every stage of fetal
7 development, highlighting significant markers in cell growth and
8 organ development until birth.
9 B. School districts shall provide the curriculum described in
10 subsection A of this section to students in grades one through six
11 in an age-appropriate manner. Schools may incorporate the
12 curriculum into an existing course or courses or develop curriculum
13 for a separate course.
14 C. School districts shall provide a continuation of the
15 curriculum described in subsection A of this section to students in
16 grades seven and eight in a developmentally appropriate manner.
17 Schools may incorporate the curriculum into an existing course or
18 courses or develop curriculum for a separate course.
19 D. In order to graduate from a public high school accredited by
20 the State Board of Education with a standard diploma, students in
21 grades nine through twelve shall receive human growth and
22 development instruction as described in subsection A of this
23 section. Such instruction shall be integrated into health or
24 science education and shall be incorporated into the state academic

1 content standards adopted by the State Board of Education pursuant
2 to Section 11-103.6 of Title 70 of the Oklahoma Statutes.
3 E. The State Department of Education shall develop guidelines,
4 material, professional development programs, and resources designed
5 to enable schools and teachers to infuse human growth and
6 development instruction within any course of study currently offered
7 by the school district or offer human growth and development as a
8 separate course.
9 SECTION 2. This act shall become effective July 1, 2025.
10 SECTION 3. It being immediately necessary for the preservation
11 of the public peace, health or safety, an emergency is hereby
12 declared to exist, by reason whereof this act shall take effect and
13 be in full force from and after its passage and approval.
