7 An Act relating to water conservation; requiring
Oklahoma Water Resources Board promulgate rules for
8 commercial water well spacing; requiring rules be
tailored by region; detailing requirements of
9 regulations; requiring one staff member per region;
providing for codification; and providing an
10 effective date.

13 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
14 SECTION 1. NEW LAW A new section of law to be codified
15 in the Oklahoma Statutes as Section 1020.24 of Title 82, unless
16 there is created a duplication in numbering, reads as follows:
17 A. The Oklahoma Water Resources Board shall promulgate rules
18 establishing standard spacing requirements per region for commercial
19 water wells within this state. The rules shall account for the
20 unique geological and hydrological conditions of the nine (9)
21 recognized regions of the state pursuant to the regions established
22 in Section 1085.1 of Title 82 of the Oklahoma Statutes.

1 B. The Board shall develop and implement spacing regulations
2 tailored to each region, that shall include, but may not be limited
3 to:
4 1. Groundwater availability and recharge rates;
5 2. Impacts on existing wells and aquifers;
6 3. Regional water demands, including agricultural, industrial,
7 and municipal needs.
8 C. The Board shall assign one staff member to each of the nine
9 (9) regions to oversee compliance with well-spacing regulations.
10 SECTION 2. This act shall become effective November 1, 2025.
