6 AS INTRODUCED
7 An Act relating to elections; amending 26 O.S. 2021,
Section 4-103.1, as amended by Section 14, Chapter
8 282, O.S.L. 2022 (26 O.S. Supp. 2024, Section 4-
103.1), which relates to the procedure to register to
9 vote; modifying procedure to register to vote or
update voter registration; directing for applicants
10 interacting with a designated representative of
Service Oklahoma to be automatically registered to
11 vote; directing Service Oklahoma to offer applicants
option to sign up for text message reminders from the
12 State Election Board; directing Service Oklahoma to
share applicant phone information; directing State
13 Election Board to notify applicants when phone
information has been received; directing State
14 Election Board to send certain text reminders;
permitting use of third-party vendor; permitting
15 rulemaking authority to State Election Board and
Service Oklahoma; providing for codification; and
16 providing an effective date.

19 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
20 SECTION 1. AMENDATORY 26 O.S. 2021, Section 4-103.1, as
21 amended by Section 14, Chapter 282, O.S.L. 2022 (26 O.S. Supp. 2024,
22 Section 4-103.1), is amended to read as follows:
23 Section 4-103.1. A. A qualified elector may apply to register
24 to vote or update a registration to vote by:

1 1. Delivering by mail or otherwise a completed voter
2 registration application to the State Election Board or any county
3 election board;
4 2. Completing a voter registration application in person with
5 any official of an agency described in Section 4-109.2 of this
6 title;
7 3. Completing a voter registration application in person as
8 part of an application for issuance, renewal or change of address
9 for a driver license or issuance of a state identification card
10 issued pursuant to Section 6-105 of Title 47 of the Oklahoma
11 Statutes with a designated representative of Service Oklahoma; or
12 4. Completing a voter registration application electronically
13 as provided in Section 4-109.4 of this title; or
14 4. The process outlined in Section 2 of this act.
15 B. The secretary of the county election board for the county of
16 the applicant's residence shall send to each applicant by
17 nonforwardable, first-class United States mail a notice of the
18 disposition of the application. Notice mailing costs shall be paid
19 by the county. Provided, the Secretary of the State Election Board
20 may authorize such notices to be sent by electronic means for voter
21 registration applications submitted electronically.
22 SECTION 2. NEW LAW A new section of law to be codified
23 in the Oklahoma Statutes as Section 4-103.2 of Title 26, unless
24 there is created a duplication in numbering, reads as follows:

1 Applicants for issuance, renewal, or change of address for a
2 driver license or issuance of a state identification card issued
3 pursuant to Section 6-105 of Title 47 of the Oklahoma Statutes with
4 a designated representative of Service Oklahoma, shall be
5 automatically registered to vote and the State Election Board shall
6 issue a voter identification card.
7 SECTION 3. NEW LAW A new section of law to be codified
8 in the Oklahoma Statutes as Section 4-103.3 of Title 26, unless
9 there is created a duplication in numbering, reads as follows:
10 A. Applicants for issuance, renewal, or change of address for a
11 driver license or issuance of a state identification card issued
12 pursuant to Section 6-105 of Title 47 of the Oklahoma Statutes with
13 a designated representative of Service Oklahoma, shall be offered
14 the option to sign up for automated text message reminders for
15 upcoming elections sent by the State Election Board.
16 B. Service Oklahoma shall provide the State Election Board with
17 the phone information of applicants who agree to automated text
18 message reminders.
19 C. The State Election Board shall notify registered voters who
20 have agreed to automated text message reminders when their phone
21 information has been received and registered for automated text
22 message reminders.
23 D. The State Election Board shall provide automated text
24 message reminders when:

1 1. Important filing dates are approaching for absentee ballots;
2 and
3 2. The Sunday before any statewide election.
4 E. The State Election Board may contract with a third-party
5 vendor to provide automated text message reminders.
6 F. The State Election Board and Service Oklahoma shall be
7 permitted rulemaking authority to carry out the provisions of this
8 act.
9 SECTION 4. This act shall become effective November 1, 2025.
