6 AS INTRODUCED
7 An Act relating to schools; requiring school
districts to offer a parent seminar; construing
8 seminar requirements; allowing districts to create
seminar content; requiring district notification of
9 seminar to charter schools; requiring the State Board
of Education to develop seminar curriculum;
10 prescribing seminar content; requiring the State
Board to provide seminar curriculum and training to
11 districts upon request; mandating reporting to the
Legislature; stating report requirements; prescribing
12 opt out provisions; providing for codification;
providing an effective date; and declaring an
13 emergency.

15 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
16 SECTION 1. NEW LAW A new section of law to be codified
17 in the Oklahoma Statutes as Section 24-162 of Title 70, unless there
18 is created a duplication in numbering, reads as follows:
19 A. 1. Except as provided in subsection E of this section, a
20 school district shall offer a seminar for parents of students in the
21 school district that:
22 a. is offered at no cost to parents,
23 b. begins at or after 6:00 p.m.,

1 c. is held in at least one school located in the school
2 district,
3 d. is offered once a year, and
4 e. covers the topics described in subsection B of this
5 section;
6 2. A school district may develop its own curriculum for the
7 seminar described in paragraph 1 of subsection A of this section; or
8 use the curriculum developed by the State Board of Education under
9 subsection B of this section.
10 3. A school district shall notify each charter school located
11 in the attendance boundaries of the school district of the date and
12 time of the parent seminar, so the charter school may inform parents
13 of the seminar.
14 B. The State Board of Education shall:
15 1. Develop a curriculum for the parent seminar described in
16 subsection A of this section that includes information on:
17 a. substance abuse, including illegal drugs and
18 prescription drugs, and prevention,
19 b. bullying,
20 c. mental health, depression, and suicide awareness and
21 prevention, and
22 d. Internet safety, including pornography addiction, and
23 2. Provide the curriculum, including resources and training, to
24 school districts upon request.

1 C. The State Board of Education shall report to the Legislature
2 by November 1, 2025, on the progress of implementation of the parent
3 seminar, including whether a local school board has opted out of
4 providing the parent seminar, as described in subsection E of this
5 section, and the reasons why a local school board opted out.
6 D. The State Board of Education shall report to the Legislature
7 by July 1, 2026, on the following:
8 1. The progress of the implementation of the parent seminar;
9 2. The estimated attendance reported by each school district;
10 3. A recommendation of whether to continue the parent seminar
11 program; and
12 4. If a local school board has opted out of providing the
13 parent seminar, as described in subsection E of this section, and
14 the reasons why a local school board opted out.
15 E. 1. A school district may opt out of offering the parent
16 seminar if the local school board determines that the topics
17 described in subsection B of this section are not of significant
18 interest or value to families in the school district.
19 2. If a local school board chooses not to offer the parent
20 seminar in accordance with this subsection, the local school board
21 shall notify the State Board of Education and provide the reasons
22 why the local school board chose not to offer the parent seminar.
23 SECTION 2. This act shall become effective July 1, 2025.

1 SECTION 3. It being immediately necessary for the preservation
2 of the public peace, health or safety, an emergency is hereby
3 declared to exist, by reason whereof this act shall take effect and
4 be in full force from and after its passage and approval.
