6 AS INTRODUCED
7 An Act relating to alcoholic beverages; creating Task
Force for the Study of Oklahoma Alcoholic Beverage
8 Laws; providing for appointment of members; requiring
organizational meeting; providing for task force
9 chair, quorum and meetings; requiring certain study
and authorizing production of final report; providing
10 for travel reimbursement, staff assistance; providing
for codification; and providing an effective date.

14 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
15 SECTION 1. NEW LAW A new section of law to be codified
16 in the Oklahoma Statutes as Section 9-101 of Title 37A, unless there
17 is created a duplication in numbering, reads as follows:
18 A. There is hereby created the Task Force for the Study of
19 Oklahoma Alcoholic Beverage Laws.
20 B. The task force shall consist of thirteen (13) members who
21 own a business that holds an Alcoholic Beverages Laws Enforcement
22 Commission license as follows:
23 1. Three members to be appointed by the Governor;

1 2. Five members to be appointed by the Speaker of the Oklahoma
2 House of Representatives; and
3 3. Five members to be appointed by the President Pro Tempore of
4 the Oklahoma State Senate.
5 C. The task force shall conduct an organizational meeting not
6 later than one hundred and twenty (120) days after the sine die
7 adjournment of the 1st Regular Session of the 60th Oklahoma
8 Legislature.
9 D. The task force shall be authorized to meet as often as
10 required in order to perform the duties imposed upon the task force
11 by law.
12 E. The chair of the task force shall be elected by the members
13 of the task force. A simple majority of the members of the task
14 force shall constitute a quorum for purposes of any action taken by
15 the task force
16 F. 1. The task force shall conduct a study of Oklahoma
17 alcoholic beverage laws. The task force shall look at the
18 feasibility of and make recommendations for the following:
19 a. lowering fines and fees set by statute and by the
20 Alcoholic Beverage Laws Enforcement Commission;
21 b. reduce unnecessary state regulations in the alcoholic
22 beverage industry;

1 c. removing requirements that a holder of a license
2 issued by the Alcoholic Beverage Laws Enforcement
3 Commission must use one distributor;
4 d. allowing a holder of a license issued by the Alcoholic
5 Beverage Laws Enforcement Commission to choose
6 distributors;
7 e. prohibiting distributors from monopolizing one brand
8 or control or force a holder of a license issued by
9 the Alcoholic Beverage Laws Enforcement Commission to
10 solely use that distributor by controlling one brand
11 of product; and
12 f. allowing a holder of a license issued by the Alcoholic
13 Beverage Laws Enforcement Commission to maintain and
14 store records off license premises at a separate
15 location.
16 2. The task force shall produce a final report containing a
17 summary of its findings and recommendations with respect to such
18 issues. The final report, if approved by the task force, shall be
19 submitted to the Governor, the Speaker of the Oklahoma House of
20 Representatives and the President Pro Tempore of the Oklahoma State
21 Senate not later than December 31, 2025.
22 G. Travel reimbursement shall be the responsibility of the
23 appointing authority.

1 H. Staff assistance for the task force shall be provided by the
2 Oklahoma House of Representatives and the Oklahoma State Senate. To
3 the extent practical, the Alcoholic Beverages Laws Enforcement
4 Commission having information that would be helpful to the task
5 force shall provide such assistance and information to the task
6 force as may be required.
7 I. The task force shall be subject to the provisions of the
8 Oklahoma Open Meeting Act and the Oklahoma Open Records Act.
9 J. The task force shall cease to have any authority to take any
10 official action after January 31, 2025, and shall be dissolved by
11 operation of law on January 1, 2026.
12 SECTION 2. This act shall become effective October 1, 2025.
