6 AS INTRODUCED
7 An Act relating to elections; amending 26 O.S. 2021,
Section 10-103, which relates to the election of
8 Presidential Electors; directing for election to be
based on proportional votes; re-allocating certain
9 votes; and providing an effective date.

12 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
13 SECTION 1. AMENDATORY 26 O.S. 2021, Section 10-103, is
14 amended to read as follows:
15 Section 10-103. On the first Tuesday after the first Monday in
16 November in each year next preceding the expiration of the term of
17 office of each President of the United States, the registered voters
18 of this state shall elect a number of electors for President and
19 Vice President equal to the number of United States Senators and
20 United States Representatives which the state is entitled to elect.
21 Said electors shall be elected in the same manner as is provided for
22 state officers proportion to the ratio of votes they received
23 statewide in the general election. No electoral votes shall be
24 awarded to any nominee that has received less than fifteen percent

1 (15%) of the votes cast in the general election, and such votes
2 shall be awarded to the candidate who received the highest number of
3 popular votes.
4 SECTION 2. This act shall become effective November 1, 2025.
