7 An Act relating to schools; directing the State
Department of Education to establish an online
8 transparency portal; authorizing contracting with a
private company to establish the portal; providing
9 for purpose of portal; listing minimum requirements
for the portal; requiring school district to
10 participate in the portal; mandating materials be
made available on the portal; authorizing rule
11 promulgation; providing for codification; providing
an effective date; and declaring an emergency.

14 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
15 SECTION 1. NEW LAW A new section of law to be codified
16 in the Oklahoma Statutes as Section 11-100 of Title 70, unless there
17 is created a duplication in numbering, reads as follows:
18 A. The State Department of Education shall establish, or
19 contract with a private company to establish, an online transparency
20 portal. The portal shall be an online tool to support parental
21 rights to access, review, and comment upon curriculum, instructional
22 materials, textbooks, and library materials being used by the school
23 district where their child attends school, and which their child
24 might be exposed to without prior parental knowledge or consent.

1 B. The online transparency portal shall include, at a minimum:
2 1. A simple, universally accessible website that allows the
3 user to search for, display, review, and comment on materials
4 available to the user's child at the school district. Materials
5 include but are not limited to:
6 a. textbooks,
7 b. library books,
8 c. co-curricular content and materials, especially any
9 social and emotional learning or character-based
10 curricula, and
11 d. content from third-party learning applications;
12 2. Easy-to-use administrative interfaces for school district
13 employees to upload content and for Department employees to oversee
14 and have access to content;
15 3. User-friendly alignment crosswalks of textbook and
16 instructional content to state academic standards and other
17 frameworks as needed for improved searching;
18 4. Alignment of library content to Lexile or other generally
19 accepted and reputable reading levels;
20 5. International Standard Book Number (ISBN) integration of
21 library materials for a robust display of library material content
22 for parental review;
23 6. Content searchable by school district or publisher-supplied
24 scope and sequence information; and

1 7. Public and private comment by users. All comments shall be
2 moderated by the Department, and the Department shall coordinate
3 publishing of comments and sharing feedback with school districts
4 when appropriate. User authentication shall be required and comments
5 may be cataloged and stored for compliance and auditing purposes.
6 C. Beginning in the 2026-2027 school year, and in each
7 subsequent school year, school districts shall participate in the
8 online transparency portal created in subsection A of this section
9 and ensure all of the materials listed in subsection B of this
10 section are available on the portal for parental review.
11 D. The Department may promulgate rules to implement the
12 provisions of this section.
13 SECTION 2. This act shall become effective July 1, 2025.
14 SECTION 3. It being immediately necessary for the preservation
15 of the public peace, health or safety, an emergency is hereby
16 declared to exist, by reason whereof this act shall take effect and
17 be in full force from and after its passage and approval.
