7 An Act relating to wildlife; creating the Oklahoma
Habitat Stamp; requiring possession of the stamp by
8 nonresidents while hunting or fishing in an Oklahoma
Wildlife Management Area; providing stamp exceptions;
9 providing stamp purchase amount; providing
limitations on uses for monies received from stamp
10 purchases; stating expiration date; directing the
Oklahoma Wildlife Conservation Commission to
11 prescribe certain rules; providing for violation;
providing for temporary stamp issuance; providing
12 limitations on uses for monies received from
temporary stamp purchases; providing for fines;
13 creating the Oklahoma Habitat Stamp Revolving Fund;
providing limitations of fund usage; providing for
14 codification; and providing an effective date.

18 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
19 SECTION 1. NEW LAW A new section of law to be codified
20 in the Oklahoma Statutes as Section 4-204 of Title 29, unless there
21 is created a duplication in numbering, reads as follows:
22 A. Nonresidents may not hunt or fish in any Oklahoma Wildlife
23 Management Area unless the person has first obtained an Oklahoma
24 Habitat Stamp from the Director of the Oklahoma Wildlife

1 Conservation Commission or authorized agents of the Director. Each
2 person shall have the permit in addition to all other required
3 licenses, stamps, and permits when hunting in an Oklahoma Wildlife
4 Management Area.
5 B. Persons excepted from the Oklahoma Habitat Stamp
6 requirements of this section are:
7 1. Nonresident active-duty military personnel stationed at
8 military installations located in this state; and
9 2. Nonresident veterans.
10 C. The Oklahoma Habitat Stamp shall be Eighty-five Dollars
11 ($85.00). The fee shall be deposited in the Oklahoma Habitat Stamp
12 Revolving Fund, to be used exclusively for maintenance and
13 improvements to Oklahoma Wildlife Management Areas.
14 D. An Oklahoma Habitat Stamp is valid for a period of one (1)
15 year from the date of purchase.
16 E. The Oklahoma Wildlife Conservation Commission shall
17 prescribe, by rule, the form, design, and manner of issuance of the
18 Oklahoma Habitat Stamp.
19 F. 1. Any nonresident arrested for hunting in an Oklahoma
20 Wildlife Management Area without an Oklahoma Habitat Stamp as
21 required by the provisions of subsection A of this section may
22 purchase a substitute temporary thirty-day stamp from the arresting
23 game warden in lieu of posting bond. The fee for a substitute stamp

1 purchased pursuant to the provisions of this subsection shall be One
2 Hundred Forty-five Dollars ($145.00).
3 2. The fees from the temporary substitute stamp pursuant to the
4 provisions of this subsection shall be deposited in the Oklahoma
5 Habitat Stamp Revolving Fund, to be used exclusively for maintenance
6 and improvements to Oklahoma Wildlife Management Areas.
7 G. Any person convicted of violating any of the provisions of
8 this section shall be punished by a fine of not less than Twenty-
9 five Dollars ($25.00) nor more than One Hundred Dollars ($100.00).
10 SECTION 2. NEW LAW A new section of law to be codified
11 in the Oklahoma Statutes as Section 4-205 of Title 29, unless there
12 is created a duplication in numbering, reads as follows:
13 There is hereby created in the State Treasury a revolving fund
14 for the Oklahoma Wildlife Conservation Commission to be designated
15 the "Oklahoma Habitat Stamp Revolving Fund". The fund shall be a
16 continuing fund, not subject to fiscal year limitations, and shall
17 consist of all monies received pursuant to the provisions of this
18 section from fees for the Oklahoma Habitat Stamp and required to be
19 deposited in the fund. All monies accruing to the credit of the
20 fund are hereby appropriated and shall be expended by the Commission
21 for the purpose of Oklahoma Wildlife Management Area maintenance and
22 improvements. Expenditures from the fund shall be made upon
23 warrants issued by the State Treasurer against claims filed as

1 prescribed by law with the Director of the Office of Management and
2 Enterprise Services for approval and payment.
3 SECTION 3. This act shall become effective November 1, 2025.
