6 AS INTRODUCED
7 An Act relating to human trafficking; creating the
Human Trafficking Awareness and Education Program;
8 authorizing the Director of the Oklahoma State Bureau
of Narcotics and Dangerous Drugs Control to hire an
9 Administrator; specifying program requirements;
requiring school district boards of education to make
10 final determination of curriculum; allowing for the
presentation of curriculum to parents and guardians;
11 allowing students to not receive instruction upon
written request by parents or guardians; providing
12 for codification; and providing an effective date.

16 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
17 SECTION 1. NEW LAW A new section of law to be codified
18 in the Oklahoma Statutes as Section 2-1201 of Title 63, unless there
19 is created a duplication in numbering, reads as follows:
20 A. There is hereby created in the Oklahoma State Bureau of
21 Narcotics and Dangerous Drugs Control the "Human Trafficking
22 Awareness and Education Program". The Director of the Oklahoma
23 State Bureau of Narcotics and Dangerous Drugs Control may hire an

1 Administrator who shall be responsible for the administration and
2 operation of the Program, as determined by the Director.
3 B. The Program shall:
4 1. Provide objective criteria, guidelines, and a comprehensive
5 integrated curriculum for human trafficking programs in local
6 schools and school districts;
7 2. Establish and annually review model policies for human
8 trafficking issues including referral for services;
9 3. Develop and implement strategies which encourage all schools
10 to employ counselors trained in human trafficking prevention; and
11 4. Develop guidelines and criteria to encourage teachers and
12 administrators to receive training on human trafficking. The
13 training shall be completed the first year a certified teacher is
14 employed by a school district.
15 C. Final determination of the materials created and produced by
16 the Bureau to be used, the means of implementing the curriculum, and
17 the ages and times at which students receive instruction about human
18 trafficking prevention shall be made by the school district board of
19 education. The school district, at least one (1) month prior to
20 giving such instruction to students, shall conduct for parents and
21 guardians of students involved, during weekend or evening hours, at
22 least one presentation concerning the plans for instruction and the
23 materials to be used. No student shall be required to receive

1 instruction about human trafficking if a parent or guardian of the
2 student objects in writing.
3 SECTION 2. This act shall become effective November 1, 2025.
