7 AS INTRODUCED
8 An Act relating to the environment and natural
resources; prohibiting the capture or storage of
9 carbon dioxide from the atmosphere; establishing
penalties for violations; providing for codification;
10 and providing an effective date.

14 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
15 SECTION 1. NEW LAW A new section of law to be codified
16 in the Oklahoma Statutes as Section 2-5-119 of Title 27A, unless
17 there is created a duplication in numbering, reads as follows:
18 No individual, corporation, organization, or government entity
19 shall construct, operate, or maintain facilities designed for the
20 capture or storage of carbon dioxide collected from the atmosphere
21 in this state. A violation of this section shall be considered an
22 endangerment to the citizens of this state and the violator shall be
23 subject to the penalties outlined in Section 2-3-504 of Title 27A of
24 the Oklahoma Statutes.

1 SECTION 2. This act shall become effective November 1, 2025.
