Relates to funds in the Catskill off-track betting corporation's capital acquisition fund

Provides that from April 1, 2025 to March 31, 2026, twenty-three percent of funds in the Catskill off-track betting corporation's capital acquisition fund shall be made available for certain past due obligations; requires such corporation to submit an expenditure plan for approval before accessing such funds.

For the past three years, the state has authorized OTB corporations to access their capital acquisition funds ("CAF") to pay down existing debts. However, before an OTB was allowed to access this money pursuant to this law, it had to attest that it was compliant with current law and was not using money that belonged to other entities.
