VETO MESSAGE - No. 31 TO THE SENATE: I am returning herewith, without my approval, the following bill: Senate Bill Number 7782-A, entitled: "AN ACT to amend the public health law, in relation to requiring the department of health to enter into a contract for the digitaliza- tion and indexing of certain vital records" NOT APPROVED This bill would require the Department of Health to enter into a contract for the digitalization and indexing of vital records at no direct cost to the state. I recognize the importance of the work of the Department of Health's Bureau of Vital Records, as well as the burden of researching historic records that may be centuries old. However, legislation is not required for the Department of Health to update its systems of recordkeeping.
