AN ACT in relation to authorizing certain medical professionals certi-
fied by a foreign government or another state or territory to provide
medical services during the FIFA Club World Cup 2025 and the FIFA
World Cup 26; and providing for the repeal of such provisions upon
expiration thereof
THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:
Section 1. Notwithstanding any other provision of law to the contrary,
any person who is licensed or certified as a physician, physician's
assistant, massage therapist, physical therapist, chiropractor, dentist,
optometrist, nurse, nurse practitioner, emergency medical technician,
podiatrist or athletic trainer by a foreign government may provide
professional services within this state without first being licensed
pursuant to the provisions of title 8 of the education law or certified
pursuant to the provisions in the public health law, as may be applica-
ble, to the team athletes, coaches, staff and delegations originating
from such foreign government, in connection with the FIFA Club World Cup
2025 and the FIFA World Cup 26. Such services shall be limited to
athletes and personnel in relation to the FIFA Club World Cup 2025,
between the dates of June 1, 2025, and July 31, 2025, and the FIFA World
Cup 26, between the dates of June 1, 2026, and July 31, 2026.
§ 2. Any person who is licensed or certified to practice as a physi-
cian, physician's assistant, massage therapist, physical therapist,
chiropractor, dentist, optometrist, nurse, nurse practitioner, emergency
medical technician, podiatrist or athletic trainer in another state or
territory, who is in good standing in such state or territory, and who
has been appointed by the Federation Internationale de Football Associ-
ation (FIFA) to provide professional services at an event in this state
sanctioned by the Federation Internationale de Football Association

(FIFA), may provide such professional services to team athletes, coach-
es, staff and delegations from such state or territory registered to
train at a location in this state or registered to compete in an event
conducted under the sanction of the Federation Internationale de Foot-
ball Association (FIFA) in this state without first being licensed
pursuant to the provisions of title 8 of the education law or certified
pursuant to the provisions of the public health law, as may be applica-
ble. Such services shall be limited to team athletes, coaches, staff and
delegations in relation to the FIFA Club World Cup 2025, between the
dates of June 1, 2025, and July 31, 2025, and the FIFA World Cup 26,
between the dates of June 1, 2026, and July 31, 2026.
§ 3. This act shall take effect June 1, 2025, and shall expire and be
