VETO MESSAGE - No. 92 TO THE SENATE: I am returning herewith, without my approval, the following bill: Senate Bill Number 5983-A, entitled: "AN ACT to amend the environmental conservation law, in relation to prohibiting the application of pesticides to certain local fresh- water wetlands" NOT APPROVED This bill would allow a local government that has implemented a fresh- water wetlands protection law or ordinance in accordance with Environ- mental Conservation Law Section 24-0501 to adopt a local law or ordi- nance to prohibit the application of pesticides to wetlands it regulates. This bill is similar to legislation I vetoed last year due to concerns that it would undermine the integrity of the Department of Environmental Conservation's pesticide program, which is based on extensive scientific review.
