VETO MESSAGE - No. 148 TO THE SENATE: I am returning herewith, without my approval, the following bill: Senate Bill Number 5928, entitled: "AN ACT granting retroactive membership with Tier IV status in the New York state and local employees' retirement system to Dawn Ward" NOT APPROVED This bill provides retirement tier reclassification for an individual public employee. I have great respect for our public sector workforce, who have dedi- cated their lives to supporting their fellow New Yorkers. However, there are similarly situated employees throughout the State, and this bill would inappropriately provide a tier reclassification to only one indi- vidual.
