Prohibits motor vehicle manufacturers and dealers from charging a subscription fee for certain functions of a motor vehicle after the vehicle is sold; provides that any manufacturer, dealer, or agent of a manufacturer or dealer that fails to comply with such requirements shall be assessed a civil penalty not to exceed two hundred fifty dollars per point of sale for each violation.

VETO MESSAGE - No. 91 TO THE SENATE: I am returning herewith, without my approval, the following bill: Senate Bill Number 5708, entitled: "AN ACT to amend the general business law, in relation to prohibit- ing motor vehicle manufacturers and dealers from charging a subscription fee for certain functions of a motor vehicle after the vehicle is sold" NOT APPROVED This bill restricts vehicle manufacturers from offering or selling subscription services of motor vehicle features installed in the car at the time of purchase. I believe in strong consumer protections; however, this bill limits consumer choices and may increase the costs of new vehicles. Addi- tionally, the bill does not specify which agency is provided with rule- making authority to regulate a complex market. Therefore, I am constrained to veto this bill. The bill is disapproved.
