Relates to the availability of technical assistance grants in brownfield site remedial programs; provides that the commissioner of environmental conservation shall provide grants to the New York city community board with jurisdiction over the site or to any not-for-profit corporation exempt from taxation under section 501(c)(3) of the internal revenue code at any site which may be affected by a brownfield site remedial program.

VETO MESSAGE - No. 113 TO THE SENATE: I am returning herewith, without my approval, the following bill: Senate Bill Number 4263, entitled: "AN ACT to amend the environmental conservation law, in relation to the availability of technical assistance grants in brownfield site remedial programs" NOT APPROVED This bill would require an applicant to the Brownfield Cleanup Program (BCP) to provide a technical assistance grant to the community if there is a significant threat to public health or the environment or the site is near a school or daycare, regardless of whether they are a responsi- ble party. In other instances, the Department of Environmental Conserva- tion (DEC) may provide this technical assistance grant.
