VETO MESSAGE - No. 86 TO THE SENATE: I am returning herewith, without my approval, the following bill: Senate Bill Number 4204, entitled: "AN ACT to amend chapter 154 of the laws of 1921 relating to the port authority of New York and New Jersey, in relation to port authority organization, appearance and notice" NOT APPROVED This bill would amend the Port Authority statute without the required corresponding New Jersey legislation. Last year, I vetoed similar legislation due to significant fiscal and operational concerns. Those concerns have not been addressed. Many of this bill's provisions codify current governance and operating practices at the Port Authority. Port commissioners are already nominated by their respective Governors and confirmed by the Senates, there is a robust whistleblower process, and capital plans are made available to the public before they are adopted.
