Relates to providing information to patients and the public on hospital rule-based exclusions; requires the commissioner of health to collect from each hospital a list of its hospital rule-based exclusions and publish such information on the department's website.

VETO MESSAGE - No. 140 TO THE SENATE: I am returning herewith, without my approval, the following bill: Senate Bill Number 3486, entitled: "AN ACT to amend the public health law and the insurance law, in relation to providing information to patients and the public on hospital rule-based exclusions" NOT APPROVED This bill would require the Department of Health (DOH) to annually collect from each general hospital a list of its rule-based exclusions, publish the list on the DOH website, and create standardized language for the list to ensure it is readily understandable. It would also require DOH to submit a report to the legislature regarding rule-based exclusions in the State and their impact on patients' ability to access care near their residences.
