Relates to the appointment of members of the Battery Park city authority; increases the number of members to nine; requires five of the nine members be primary residents of Battery Park city.

VETO MESSAGE - No. 49 TO THE SENATE: I am returning herewith, without my approval, the following bill: Senate Bill Number 3211, entitled: "AN ACT to amend the public authorities law, in relation to the appointment of members of the Battery Park city authority" NOT APPROVED This bill would change the composition of the Battery Park City Authority's (BPCA) board of directors by adding two more directors and requiring that a majority of the directors be residents of Battery Park City. I am committed to good government that is responsive to the needs of the communities served by the State's agencies and authorities. However, I previously vetoed this same bill due to concerns that it would impede the effective administration of BPCA. Those issues remain.
