VETO MESSAGE - No. 83 TO THE SENATE: I am returning herewith, without my approval, the following bill: Senate Bill Number 2182-A, entitled: "AN ACT to amend the public service law, in relation to permitting the rendering of an estimated bill from a utility corporation or municipality under certain circumstances" NOT APPROVED This bill would prohibit a utility corporation or municipality from issuing an estimated bill for any consecutive billing period to a resi- dential customer unless certain circumstances are met and prohibit cost shifting to customers. The bill would also require utilities to file plans with the Public Service Commission ("PSC") to model the calcu- lation of estimated bills and require the PSC to promulgate regulations to govern the approval of such models.
