Provides notification of employment or promotion of applicable employees to organizations of state employees designated managerial or confidential for purposes of employee representation in determining the terms and conditions of employment.

VETO MESSAGE - No. 48 TO THE SENATE: I am returning herewith, without my approval, the following bill: Senate Bill Number 1724, entitled: "AN ACT to amend the civil service law, in relation to employee representation of state employees designated managerial or confi- dential" NOT APPROVED This bill would extend to organizations that advocate for managerial or confidential employees the right to certain employee information and processes currently required for union represented employees. As noted in my previous veto of this bill, this proposal would improp- erly extend to any voluntary group advocating for managerial or confi- dential employees the same statutory rights afforded to union repres- ented employees, despite having no statutory or contractual relationship with those employees.
