Directs contracting state agencies to develop a growth plan in order to increase participation of minority- and women-owned businesses with respect to state contracts and subcontracts which includes an analyses of the use of discretionary buying.

VETO MESSAGE - No. 111 TO THE SENATE: I am returning herewith, without my approval, the following bill: Senate Bill Number 1218, entitled: "AN ACT to amend the executive law, in relation to directing contracting state agencies to develop a growth plan in order to increase participation of MWBEs with respect to state contracts and subcontracts" NOT APPROVED The bill would require state agencies to develop a three-year growth plan for the Minority and Women-owned Businesses (MWBEs). Additionally, Empire State Development and the Division of Minority and Women-owned Business Enterprise would be required to provide agencies and authori- ties with information, strategies, and assistance in the development of their MWBE utilization plans.
