AN ACT to amend the public health law, in relation to including informa-
tion on congenital heart defect births as part of the department of
health's health care and wellness education and outreach program; to
repeal certain provisions of such law relating thereto; and to amend a
chapter of the laws of 2024 amending the public health law relating to
including information on congenital heart defect births in the infor-
mational leaflets required to be given to maternity patients, as
proposed in legislative bills numbers S. 9283 and A. 7516-A, in
relation to the effectiveness thereof
THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:
Section 1. Subdivision 1 of section 207 of the public health law is
amended by adding a new paragraph (h) to read as follows:
(H) BIRTHS OF INFANTS WITH CONGENITAL HEART DEFECTS, INCLUDING TREAT-
MENT RECOMMENDATIONS, AND ANY OTHER INFORMATION THE COMMISSIONER DEEMS
APPROPRIATE.
§ 2. Subdivision 1-e of section 2803-j of the public health law, as
added by a chapter of the laws of 2024 relating to including information
on congenital heart defect births in the informational leaflets required
to be given to maternity patients, as proposed in legislative bills
numbers S. 9283 and A. 7516-A, is REPEALED.
§ 3. Section 3 of a chapter of the laws of 2024 amending the public
health law relating to including information on congenital heart defect
births in the informational leaflets required to be given to maternity
patients, as proposed in legislative bills numbers S. 9283 and A.
7516-A, is amended to read as follows:
§ 3. This act shall take effect on the [thirtieth] NINETIETH day after
it shall have become a law. Effective immediately, the addition, amend-

ment and/or repeal of any rule or regulation necessary for the implemen-
tation of this act on its effective date are authorized to be made and
completed on or before such effective date.
§ 4. This act shall take effect immediately; provided however, that
sections one and two of this act shall take effect on the same date and
in the same manner as a chapter of the laws of 2024 amending the public
health law relating to including information on congenital heart defect
births in the informational leaflets required to be given to maternity
patients, as proposed in legislative bills numbers S. 9283 and A.
