VETO MESSAGE - No. 128 TO THE ASSEMBLY: I am returning herewith, without my approval, the following bill: Assembly Bill Number 4873, entitled: "AN ACT to amend the public authorities law, in relation to requir- ing the New York city transit authority to have at least one conductor on board" NOT APPROVED This bill would add a new section to Public Authorities Law governing the New York City Transit Authority, 1205-b prohibiting a single driver for any train that has more than two cars attached to the engine. The bill would require MTA New York City Transit (NYCT) to discontinue its current safe One Person Train Operation (OPTO) program, which is already subject to, and limited in scope by, collective bargaining agreements.
