VETO MESSAGE - No. 66 TO THE ASSEMBLY: I am returning herewith, without my approval, the following bill: Assembly Bill Number 4725-B, entitled: "AN ACT to amend the environmental conservation law, in relation to prohibiting the use of drilling fluids, brine and flowback water from gas or oil wells, pools, or fields on any highway" NOT APPROVED This bill would direct the Department of Environmental Conservation (DEC) to prohibit the use of drilling fluids, brine and flowback water from oil or gas wells, pools or fields on any highway in the State. As a matter of public safety, state and local governments that main- tain highways apply materials, such as rock salt or brine, to prepare or respond to weather events. While I agree with the legislative intent of this bill to protect groundwater and watersheds of the State, the bill would prohibit the use of brine completely as a de-icing agent...
