VETO MESSAGE - No. 104 TO THE ASSEMBLY: I am returning herewith, without my approval, the following bill: Assembly Bill Number 4649-A, entitled: "AN ACT to amend the veterans' services law, in relation to certif- icates of honorable separation from or service in the armed forces of the United States" NOT APPROVED This bill would require the department of veterans' services (DVS) to provide copies of certificates of release or discharge from active duty that they receive from the federal government to local veterans' service agencies. While the goal of this bill is laudable, the DVS is prohibited under federal law from freely sharing this information once they receive it. The DVS is willing to work with any local veterans' service agency to gain access to this information through the federal Department of Defense's Certificate of Release & Discharge Information System and the Defense Pers...
