VETO MESSAGE - No. 39 TO THE ASSEMBLY: I am returning herewith, without my approval, the following bill: Assembly Bill Number 2185, entitled: "AN ACT to amend the agriculture and markets law, in relation to defining therapeutic agriculture for purposes of community gardens" NOT APPROVED This bill would add a definition of "therapeutic agriculture" into Article 2-C of the Agriculture and Markets (AGM) Law regarding community gardens. I recognize the physical and mental health benefits that community gardening can bring, including for individuals with physical or mental health conditions, disabilities, or other special needs. However, the definition of therapeutic agriculture proposed in this bill is broad, and its impact on existing or future programs is not clear from the bill text.
