MISSISSIPPI LEGISLATURE 2026 Regular Session To: Appropriations By: Senator(s) Hopson Senate Bill 3105 (As Sent to Governor) AN ACT MAKING AN ADDITIONAL APPROPRIATION OF CAPITAL EXPENSE FUNDS AND SPECIAL FUNDS FOR FISCAL YEARS 2026 AND 2027 TO DEFRAY THE EXPENSES OF THE MISSISSIPPI DEVELOPMENT AUTHORITY; AND FOR RELATED PURPOSES. BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI: SECTION 1. In addition to all other sums herein appropriated, the following sum, or so much thereof as may be necessary, is appropriated out of any money to the credit of the Capital Expense Fund and allocated in a manner as determined by the Treasurer's Office, to defray the expenses of the Mississippi Development Authority for the period beginning upon passage of this act, and ending June 30, 2027.... $ 500,000.00. This additional appropriation is made for the purpose of providing funds to defray the costs of the Mississippi Tourism Association's Workforce Program for Fiscal Year 2027 and shall not be expended for any type of cultural exchange program. SECTION 2. In addition to all other sums herein appropriated, the following sum, or so much thereof as may be necessary, is appropriated out of any money in the State Treasury to the credit of the Mississippi Industry Incentive Financing Revolving Fund to the Mississippi Development Authority and allocated in a manner as determined by the Treasurer's Office, to defray the expenses of the Mississippi Development Authority for the period beginning upon passage of this act, and ending June 30, 2027.................................. $ 20,000,000.00. This additional appropriation is for the purpose of defraying the Mississippi Industry Incentive Revolving Program as created in Section 57-1-221, Mississippi Code of 1972. SECTION 3. In addition to all other sums herein appropriated, the following sum, or so much thereof as may be necessary, is appropriated out of any money in the State Treasury to the credit of the Small Municipalities and Limited Population Counties Fund to the Mississippi Development Authority and allocated in a manner as determined by the Treasurer's Office, to defray the expenses of the Mississippi Development Authority for the period beginning upon passage of this act, and ending June 30, 2027.................................. $ 10,000,000.00. This additional appropriation is for the purpose of defraying the Small Municipalities and Limited Population Counties Grant Program as created in Section 57-1-18, Mississippi Code of 1972. SECTION 4. In addition to all other sums herein appropriated, the following sum, or so much thereof as may be necessary, is appropriated out of any money in the State Treasury to the credit of the Development Infrastructure Fund to the Mississippi Development Authority and allocated in a manner as determined by the Treasurer's Office, to defray the expenses of the Mississippi Development Authority for the period beginning upon passage of this act, and ending June 30, 2027..... .............................................. $ 5,000,000.00. This additional appropriation is for the purpose of defraying the Development Infrastructure Grant Program created in Section 57-61-36, Mississippi Code of 1972. SECTION 5. In addition to all other sums herein appropriated, the following sum, or so much thereof as may be necessary, is appropriated out of any money in the State Treasury to the credit of the 2022 Mississippi Major Economic Impact Fund to the Mississippi Development Authority and allocated in a manner as determined by the Treasurer's Office, to defray the expenses of the Mississippi Development Authority for the period beginning upon passage of this act, and ending June 30, 2027........................................................... .............................................. $ 5,000,000.00. This additional appropriation is for the purpose of defraying the Mississippi Major Economic Impact Act for the Defense Base Closure and Realignment Act created in Section 57-75-5(ii), Mississippi Code of 1972. SECTION 6. In addition to all other sums herein appropriated, the following sum, or so much thereof as may be necessary, is appropriated out of any money in the State Treasury to the credit of the Ports, Airports, and Rail Revolving Loan Fund to the Mississippi Development Authority and allocated in a manner as determined by the Treasurer's Office, to defray the expenses of the Mississippi Development Authority for the period beginning upon passage of this act, and ending June 30, 2027........................................................... .............................................. $ 5,000,000.00. This additional appropriation is for the purpose of defraying the Ports/Airports/Rail Revolving Loan Programs. SECTION 7. In addition to all other sums herein appropriated, the following sum, or so much thereof as may be necessary, is appropriated out of any money in the State Treasury to the credit of the Mississippi Site Development Fund to the Mississippi Development Authority and allocated in a manner as determined by the Treasurer's Office, to defray the expenses of the Mississippi Development Authority for the period beginning upon passage of this act, and ending June 30, 2027..... .............................................. $ 29,500,000.00. This additional appropriation is for the purpose of defraying the Mississippi Site Development Grant Program created in Section 57-1-701, Mississippi Code of 1972. Of these funds, Twenty Million ($20,000,000.00) is provided for Energy Ready infrastructure needs. SECTION 8. The money appropriated by this act shall be paid by the State Treasurer out of any money in the State Treasury to the credit of the proper fund or funds as set forth in this act not otherwise appropriated, upon warrants issued by the State Fiscal Officer; and the State Fiscal Officer shall issue his warrants upon requisitions signed by the proper person, officer or officers, in the manner provided by law. SECTION 9. This act shall take effect and be in force from and after its passage.
