AN ACT TO DIRECT THE STATE TREASURER TO TRANSFER CERTAIN
AMOUNTS FROM THE CAPITAL EXPENSE FUND TO THE 2026 LOCAL IMPROVEMENTS PROJECTS
FUND, THE 2022 IHL CAPITAL IMPROVEMENTS FUND, THE 2022 COMMUNITY AND JUNIOR
COLLEGES CAPITAL IMPROVEMENTS FUND, THE 2022 STATE AGENCIES CAPITAL
IMPROVEMENTS FUND, THE MS STATE UNIVERSITY VETERINARY SCHOOL FUND, THE MS SITE
DEVELOPMENT GRANT FUND, STRATEGIC MULTI-MODAL INVESTMENTS FUND, THE 2022

IMPROVEMENTS FUND, THE USM SCIENCE RESEARCH FUND, THE MISSISSIPPI CYBERSECURITY
CENTER FUND, THE SCHOOL DISTRICT EMERGENCY BRIDGE LOAN FUND, AND THE STATE
GENERAL FUND; TO DIRECT THE STATE TREASURER TO TRANSFER A CERTAIN AMOUNT FROM
THE STATE BP SETTLEMENT FUND TO THE NEW 2026 LOCAL IMPROVEMENTS PROJECTS FUND;
TO DIRECT THE STATE TREASURER TO TRANSFER A CERTAIN AMOUNT FROM THE GULF COAST
RESTORATION FUND TO THE NEW GULF COAST RESTORATION REVOLVING LOAN PROGRAM FUND;
TO DIRECT THE STATE TREASURER TO TRANSFER A CERTAIN AMOUNT FROM LAW ENFORCEMENT
OFFICERS AND FIRE FIGHTERS TRAINING AND EQUIPMENT TRUST FUND TO THE NEW FIRE
EQUIPMENT GRANT FUND; TO CREATE THE 2026 LOCAL IMPROVEMENTS PROJECTS FUND, THE
USM SCIENCE RESEARCH FUND, THE CANCER CENTER FUND, THE VICKSBURG NATIONAL
MILITARY PARK FUND, AND THE MISSISSIPPI CYBERSECURITY CENTER FUND AS NEW
SPECIAL FUNDS IN THE STATE TREASURY; AND FOR RELATED PURPOSES.

BE IT ENACTED BY THE
LEGISLATURE OF THE STATE OF MISSISSIPPI:

SECTION 1.  Upon the
effective date of this act, the State Treasurer, in conjunction with the State
Fiscal Officer, shall transfer the amounts listed below from the Capital
Expense Fund (Fund No. 6499C00000) to each of the following named funds:

SECTION 3.  On July
1, 2026, the State Treasurer, in conjunction with the State Fiscal Officer,
shall transfer the sum of Twenty Million Dollars ($20,000,000.00) from the State BP Settlement
Fund (Fund No. 6800100000) to the 2026 Local
Improvements Projects Fund created in Section 6 of this act.

SECTION 4.  On the
effective date of this act, the State Treasurer, in conjunction with the State
Fiscal Officer, shall transfer the sum of Fourteen Million Seven Hundred Twenty-nine
Dollars ($14,729,000.00) from the Gulf Coast
Restoration Fund (Fund No. 6802719000) to the Gulf Coast Restoration Revolving
Loan Program Fund created in House Bill No. 1648, 2026 Regular Session.

SECTION 5.  On the
effective date of this act, the State Treasurer, in conjunction with the State
Fiscal Officer, shall transfer the sum of Four Million Dollars ($4,000,000.00) from Law Enforcement Officers and Fire Fighters Training
and Equipment Trust Fund (Fund No. 3371550000) to the Fire Equipment Grant Fund
created in Section 4 of House Bill No. 939, 2026 Regular Session.

SECTION 6.
(1)  There is created in the State Treasury a special fund to be designated as
the "2026 Local Improvements Projects Fund."
The fund shall be maintained by the State Treasurer as a separate and special
fund, separate and apart from the General Fund of the state.  Monies in the
fund shall be disbursed by the Department of Finance and Administration, as
provided in Section 4 of Senate Bill No. 2189, 2026 Regular Session subject to
appropriation by the Legislature.  Unexpended amounts remaining in the fund at
the end of a fiscal year shall not lapse into the State General Fund, but any
interest earned or investment earnings on amounts in the fund shall be
deposited into the State General Fund (Fund No. 2999000000).  Any entity that
receives monies disbursed from the fund shall deposit earned or investment
earnings on amounts of such monies into the State General Fund (Fund No.
2999000000).

(2)  The Department of Finance and Administration shall file
biannual reports in summary form to the Legislative Budget Office on or before
the fifteenth day of August and February.  At a minimum, the reports shall
include the latest status report from each entity that receives monies from
this fund, the amount disbursed to each entity, and the target date for project
completion.

(3)  Any
state agency, local government entity or any other
entity that receives monies from this fund shall file quarterly reports
with the Department of Finance and Administration on dates determined by the
Department of Finance and Administration.  The contents of the report shall be
determined by the Department of Finance and Administration but shall include,
at a minimum, a status report on the progression of the project and a target
date for project completion.  The final report shall include an accounting of
the remaining balance of funds for which reimbursement will not be sought at
project completion.

SECTION 7.
(1)  There is created in the State Treasury a special fund to be designated as
the "USM Science Research Fund."  The
fund shall be maintained by the State Treasurer as a separate and special fund,
separate and apart from the General Fund of the state.  The fund shall consist
of funds made available by the Legislature in any manner and funds from any
other source designated for deposit into such fund.  Monies in the fund may be
expended by the Department of Finance and Administration, upon appropriation by
the Legislature, to assist the University of Southern Mississippi with paying
costs associated with the design, construction, renovation, repairs,
furnishing, equipping, parking lots, lighting and any related infrastructure of
the Science and Technology Research Facility to be located next to the Walker
Science Center on the Hattiesburg campus.  Unexpended amounts remaining in the
fund at the end of a fiscal year shall not lapse into the State General Fund,
but any interest earned or investment earnings on amounts in the fund shall be
deposited into the State General Fund (Fund No. 2999000000).

SECTION 8.
(1)  There is created in the State Treasury a special fund to be designated as
the "Cancer Center Fund."  The fund shall
be maintained by the State Treasurer as a separate and special fund, separate
and apart from the General Fund of the state.  The fund shall consist of funds
made available by the Legislature in any manner and funds from any other source
designated for deposit into such fund.  Monies in the fund may be expended by
the Department of Finance and Administration, upon appropriation by the
Legislature, to assist the University of Mississippi Medical Center with paying
costs associated with the construction, furnishing, equipping and related
infrastructure of a Cancer Center and Research Institute.  Unexpended amounts
remaining in the fund at the end of a fiscal year shall not lapse into the
State General Fund, but any interest earned or investment earnings on amounts
in the fund shall be deposited into the State General Fund (Fund No.
2999000000).

SECTION 9.
(1)  There is created in the State Treasury a special fund to be designated as
the "Vicksburg National Military Park Fund."
The fund shall be maintained by the State Treasurer as a separate and special
fund, separate and apart from the General Fund of the state.  The fund shall
consist of funds made available by the Legislature in any manner and funds from
any other source designated for deposit into such fund.  Monies in the fund may
be expended by the Department of Finance and Administration, upon appropriation
by the Legislature, to assist the Department of Archives and History with
paying costs associated with the design, construction, renovation, repairs,
furnishing, equipping, parking lots, lighting and any related infrastructure of
the Vicksburg Civil War Visitor Center at the Vicksburg National Military Park
and/or the Vicksburg Civil War Interpretive Center.  Unexpended amounts
remaining in the fund at the end of a fiscal year shall not lapse into the
State General Fund, but any interest earned or investment earnings on amounts
in the fund shall be deposited into the State General Fund (Fund No. 2999000000).

SECTION 10.
(1)  There is created in the State Treasury a special fund to be designated as
the "Mississippi Cybersecurity Center Fund."
The fund shall be maintained by the State Treasurer as a separate and special
fund, separate and apart from the General Fund of the state.  The fund shall
consist of funds made available by the Legislature in any manner and funds from
any other source designated for deposit into such fund.  Monies in the fund may
be expended by the Department of Finance and Administration, upon appropriation
by the Legislature, to assist Mississippi State University Research and
Technology Corporation with paying costs associated with the funding for the
Mississippi Cyber Center at Mississippi Gulf Coast Community College.  Unexpended
amounts remaining in the fund at the end of a fiscal year shall not lapse into
the State General Fund, but any interest earned or investment earnings on
amounts in the fund shall be deposited into the State General Fund (Fund No.
2999000000).

SECTION 11.  This act
shall take effect and be in force from and after its passage.
