AN ACT MAKING AN ADDITIONAL APPROPRIATION OF CAPITAL EXPENSE
FUNDS, AND SPECIAL FUNDS FOR FISCAL YEARS 2026 AND 2027 TO DEFRAY THE EXPENSES
OF THE GOVERNOR'S OFFICE DIVISION OF MEDICAID; THE DEPARTMENT OF CHILD
PROTECTION SERVICES; THE DEPARTMENT OF AGRICULTURE AND COMMERCE; THE OFFICE OF
THE ATTORNEY GENERAL; AND THE MISSISSIPPI DEVELOPMENT AUTHORITY; THE
MISSISSIPPI VETERANS AFFAIRS BOARD; THE BOARD OF ANIMAL HEALTH; THE MISSISSIPPI
EMERGENCY MANAGEMENT AGENCY; AND FOR RELATED PURPOSES.

BE IT ENACTED BY THE
LEGISLATURE OF THE STATE OF MISSISSIPPI:

SECTION 1. In addition to all other sums herein
appropriated, the following sum, or so much thereof as may be necessary, is
appropriated out of any money to the credit of the Capital Expense Fund, and
allocated in a manner as determined by the Treasurer's Office to defray the
expenses of the Office of the Governor-Division of Medicaid for the period
beginning upon passage of this act and through the fiscal year ending June 30,
2027............................ $ 35,000,000.00.

This additional
appropriation is made for the purpose of supporting the operations of the
Office of the Governor-Division of Medicaid.

SECTION 2. In addition to all other sums herein
appropriated, the following sum, or so much thereof as may be necessary, is
appropriated out of any money to the credit of the Capital Expense Fund and
allocated in a manner as determined by the Treasurer's Office, to defray the
expenses of the Department of Child Protection Services for the period
beginning upon passage of this act, and ending June 30, 2027.... $
15,000,000.00.

This additional
appropriation is made for the purpose of defraying agency operational
expenditures, including but not limited to expenditures due to the increased
number of children in custody and in-home cases, out-of-state therapeutic
placement expenditures, temporary placement expenditures, foster board and
adoption subsidy expenditures.

SECTION 3. In addition to all other sums herein
appropriated, the following sum, or so much thereof as may be necessary, is
appropriated out of any money to the credit of the Capital Expense Fund and
allocated in a manner as determined by the Treasurer's Office, to defray the
expenses of the Department of Child Protection Services for the period
beginning upon passage of this act, and ending June 30, 2027.... $
5,000,000.00.

This additional
appropriation is made for the purpose of repairs, renovations, and improvements
at state-owned facilities located in Harrison County, Mississippi, to be
utilized for the purposes defined in Section 43-15-12, Mississippi Code of
1972.

SECTION 4. In addition to all other sums herein
appropriated, the following sum, or so much thereof as may be necessary, is
appropriated out of any money to the credit of the Capital Expense Fund, and
allocated in a manner as determined by the Treasurer's Office, to defray the
expenses of the Department of Agriculture and Commerce for the period beginning
upon passage and ending June 30, 2027... $ 1,496,000.00.

This additional
appropriation is for the purpose of post-fire cleanup at the Trade Mart and the
insurance deductible.  Any reimbursement received shall be returned to the
Capital Expense Fund.

SECTION 5. In addition to all other sums herein
appropriated, the following sum, or so much thereof as may be necessary, is
appropriated out of any money to the credit of the Capital Expense Fund, and
allocated in a manner as determined by the Treasurer's Office, to defray the
expenses of paying for certain outside legal assistance, expert witness fees,
court fees, judgments and settlement agreements incurred by the Office of the
Attorney General for the period beginning upon passage of this act and ending
June 30, 2027................. $   250,000.00

This additional
appropriation is made for the purpose of defraying outside legal counsel
expenses associated with JMAA v. Reeves, No. 3:16cv246-CWR-ASH (S.D. Miss.).

SECTION 6. In addition to all other sums herein
appropriated, the following sum, or so much thereof as may be necessary, is
appropriated out of any money to the credit of the Mississippi Main Street
Revitalization Grant Program Fund to the credit of the Mississippi Development
Authority and allocated in a manner as determined by the Treasurer's Office, to
defray the expenses of the Mississippi Development Authority for the period
beginning upon passage of this act, and ending June 30, 2027..................................................

This additional
appropriation is made for the purpose of providing administrative support
associated with operating the Mississippi Main Street Revitalization Grant
Program.

SECTION 7.  In addition to all other sums herein
appropriated, the following sum, or so much thereof as may be necessary, is
appropriated out of any money to the credit of the Capital Expense Fund, and
allocated in a manner as determined by the Treasurer's office, to defray the
expenses of the Veterans Affairs Board for the period beginning July 1, 2025,
and ending June 30, 2026................. $     678,385.00.

This additional
appropriation is for the purpose of defraying expenses related to ACA penalty
reimbursement.

SECTION 8.  In addition to all other sums herein
appropriated, the following sum, or so much thereof as may be necessary, is
appropriated out of any money in the State Treasury to the credit of the Board
of Animal Health and allocated in a manner as determined by the Treasurer's
Office, to defray the expenses of the Board of Animal Health for the period
beginning July 1, 2025, and ending June 30, 2026 $      5,234.00.

This additional
appropriation is for the purpose of defraying salary expenses related to
outbreak response.

SECTION 9.  In addition to all other sums herein
appropriated, the following sum, or so much thereof as may be necessary, is
appropriated out of any money in the State Treasury to the credit of the State
NG911 Fund to the Mississippi Emergency Management Agency and allocated in a
manner as determined by the Treasurer's Office, to defray the expenses of the
Mississippi Emergency Management Agency for the period beginning July 1, 2025,
and ending June 30, 2026................ $ 2,257,000.00.

This additional
appropriation is for the purpose of defraying expenses related to the start-up
costs of the State NG911 program.

SECTION 10.  The
money appropriated by this act shall be paid by the State Treasurer out of any
money in the State Treasury to the credit of the proper fund or funds as set
forth in this act not otherwise appropriated, upon warrants issued by the State
Fiscal Officer.  The State Fiscal Officer shall issue warrants upon
requisitions signed by the proper person, officer or officers, in the manner
provided by law.

SECTION 11.  This act
shall take effect and be in force from and after its passage.
