Prohibiting the Department of Human Services from denying an application or reducing or terminating temporary cash assistance from an individual if the individual has good cause or an adequate reason for noncooperation with child support; defining "good cause" as circumstances in which cooperation with child support may be against the best interest of the child; requiring the Family Investment Program to determine that there is good cause for noncooperation with child support using certain crite
