State Procurement - Transparency and Procedures

Requiring a unit of State government to provide a certain debriefing of a contract award to certain persons on request; adding an exemption to the prohibition on an individual who assists in the drafting of specifications, an invitation for bids, or a request for proposals from submitting a bid or proposal or assisting in the submission of a bid or proposal; requiring a procurement contract to include a certain clause pertaining to certain contract modifications related to changes in State law;
