Section 2 of Chapter 70B is hereby amended by changing the definition of “Capital construction project” to the following:- “any capital project, other than a major reconstruction project, for the construction, the enlargement or original equipping of any public schoolhouse, including any facility used as a public preschool program as defined by Section 1A of Chapter 15D, in any city or town, or a project for the renovation or partial renovation of an existing structure for use as a schoolhouse; or the renovation or partial renovation of an existing schoolhouse.”
